Abel’s reference is the Papal State Affairs Special Operations Section from the Trinity Blood manga series Trinity Blood (トリニティ・ブラッド) is a series of Japanese light novels written by Sunao Yoshida with illustrations by Thores Shibamoto and originally serialized in The Sneaker. Set 900 years after an apocalyptic war between humans and vampires, the series focuses on the ongoing cold war between the Vatican, the human government, and the "New Human Empire", the government of the vampiric Methuselah. Fighting on the Vatican's side is Abel Nightroad, a Crusnik - a vampire that feeds on vampires. The Papal State Affairs Special Operations Section (Latin: Arcanum Cella Ex Dono Dei) is a special division of the Ministry of Holy Affairs, the department responsible for the international relations of the Vatican Papal State. The AX is composed of a special forces group of elite priests and nuns, all of whom report directly to Cardinal Sforza. Members of the AX are designated as AX agents, although they are also referred to as AX operatives or Deputy Enforcers (派遣執行官, haken shikkōkan). Due to the secrecy of their organization, each AX agent is assigned their own unique codename. They are trained in various arts of combat in order to perform unconventional missions, and many possess unique abilities granted to them by lost technologies. As a special department of the Ministry of Holy Affairs, the AX is primarily responsible for resolving international situations that the Ministry deems too volatile for peaceful solutions. They are also often sent to investigate issues relating to or involving vampires. As an organization affiliated with the Vatican and the Church, the AX is primarily composed of Terran members. However, a few non-Terrans are permitted to serve in the AX ranks due to their special abilities, including a witch and a Crusnik.
